VXL uses roles to grant user access to environment. There are three access levels: No access, read access and write access.  With no access, the role cannot access the environment at all and will not know that it exists. Read access grants permission to view the function definition and run the function in the desktop client. Write access also grants access to editing the function definition and creating new versions. Note that if a user wants to update an existing version of a function, he needs write access to all environments the version is deployed to.

This can be assigned from the "Environment" menu. Click "Map Roles" to start mapping roles.

Select the role from the upper left corner. Environment access is granting by checking the checkboxes in the list.
